STRATEGIC PLAN
FOR SAINT-PETERSBURG

FIRST PHASE (OCTOBER-DECEMBER 1996)

Development of a methodical approach. Selection of priority objectives for the development of St. Petersburg. Meetings held to discuss particular sectoral problems; interviews conducted with 40 specialists; 1100 members of the general public polled; 150 specialists questioned; 142 planning projects from the period 1991-1996 inventoried; experience of 18 foreign cities analyzed.

December 12th 1996. The First Public Conference: “The Strategic Plan for St. Petersburg: priority objectives and projects”. Attended by 200 people. Two plenary and three sectional meetings were held. More than 80 people spoke. The proposed approach to work on the Strategic Plan was approved.

SECOND PHASE (JANUARY-MARCH 1997)

Organizational structures for the Strategic Plan set up. Analysis conducted in order to identify goals for development of St. Petersburg. Analysis of the city’s competitive potential. Justification of the plan’s main goal and strategic objectives. Thematic committees appointed.

March 14th 1997. Mariinsky Palace - Town Hall. The Second Public Conference: "The Strategic Plan: the main goal and the principal strategic objectives" (attended by 400 people, 27 people spoke). Ratification of "The Provisional Statute Regarding Strategic Planning in St. Petersburg". Appointment of the General Council, the Executive Committee, the methodological seminar, the thematic committees, the Project Office. Approval given to the plan's main goal and principal strategic objectives.

THIRD PHASE (APRIL-JUNE 1997)

Preparation of specific strategies by the thematic committees. Formation of a system of specific objectives and measures for the Strategic Plan. First draft of the basic version of the Strategic Plan.

July 7th 1997. Smolny. Extended session of the Executive Committee of the Strategic Plan. Preparation of the first draft of the basic version of the Strategic Plan.

 FOURTH PHASE (JULY-NOVEMBER 1997)

Discussion of the plan, with the involvement of the general public, committees in the city administration, Legislative Assembly committees, professional associations, public organizations and trades unions. Emendation and approval of the text by thematic committees.

October 14th - November 14th. The Third Public Conference: "The Strategic Plan for St. Petersburg". 15 sectional meetings held (attendance: 900 people; 115 people spoke). The Strategic Plan accepted part by part.

December 1th 1997. Smolny. Concluding plenary session: Session of the General Council for the Strategic Plan (attended by 300 people, 12 people spoke). Approval of the first Strategic Plan for St. Petersburg. Signing of the Declaration of the General Council for the Strategic Plan.
